In a large saucepan, combine water, sugars, cinnamon sticks and cloves. Bring to a boil, stirring to dissolve sugars. Reduce heat; simmer 5 minutes.
Remove cinnamon sticks and cloves. Add orange juice, cider and lemon juice; heat.
Garnish with clove-studded lemon cartwheels.
